As you are all aware, Namayingo District Local Government is one of the districts that make up the Busoga kingdom. The district solely is dependent on Central Government financing with limited local revenue financing which to some extent affect the implementation of some of the district’s programmes.
First, I am glad that planning department has operationalized the district website where information on the activities being implemented will be placed for the public to interact, scrutinize and advise the district leadership.
Secondly, the district leadership has devised means of enhancing local revenue collection to push ahead the implementation of district programmes. Consultations are ongoing with different district stakeholders, and a Revenue Enhancement Plan is now in place. In this plan, strategies for revenue enhancement are highlighted.
The district appreciates continued government’s efforts to support Namayingo district local government, financially and materially through Graduated Tax compensation and other grants.
The broad objectives of the revenue enhancement plan are;
- To create awareness among communities on the service delivery offered to them, in relation to payment of local taxes.
- To widen the district revenue base with new revenue sources.
- To collect and process data to ascertain the actual collection.
- To make reserve prices for each revenue source.
- To provide a conducive environment for our revenue collectors.
- To identify strategies that can reduce constraints/challenges which hinder revenue collection and management?
I look forward to working with all the district stakeholders, to ensure the fulfillment of the above objectives for the good of our district.
Thirdly, on the progress of the implementation of Youth Livelihood Programme, the district has received and disbursed out a Total amount of UGX 814,743,750, with total beneficiaries at 939 disaggregated as 557 Males and 382 Females. Efforts are being placed on the recovery programme and streamlining its operations in the district to achieve greater programme efficiency.
Fourthly, the district received the first batch of Uganda Women Empowerment Programme (UWEP) funds and the beneficiaries have already benefited targeting one women group per Sub County.
Fifthly, the Operation Wealth Creation has provided inputs such as Elite Robusta Coffee Seedlings, Citrus Seedlings, Mango Seedlings, Tissue culture banana plantlets, Diary heifers, Goats, Fish fingerings, Motorized Spray Pumps, Nase 14 Cassava Cuttings, Upland Rice, Mak 1 Soya beans, Thiamathoate pesticides, Tebuconazole (Orius), Striker pesticides, Red beauty Groundnuts, K132 Beans, Longe 7H Hybrid Maize, Layer Chicks and Chick and Duck Marsh Growers Mash and late Last year (2017), 11,205 Kgs of Maize, 45,000 seedlings of Mango and 50,059 seedlings of Citrus was distributed to farmers for planting.
These programmes seek among others to promote Food Security, Nutrition and House hold income at household level. I therefore appeal to every adult of 18 years and above to join Farmer groups for your own, as well as collective benefit.
Sixthly, the district continues to be adequately monitored on the health issues and to this end, was one of the beneficiaries of Polio Immunization in late 2017, which exercise was reported to have achieved remarkable success. We commit to continue to ensure better health outcomes of our young and older populations.
